For mech units, yes.  Light units need more.

That's pretty much why mortars are used.  If you're
dumb enough to be parked in the open long enough for
me to drop mortar rounds all over you, you're doing
something wrong anyway.

Not yet.  They are in DSII, but not SGII. 
Counterbattery is pretty much beyond the scope of the
company or platoon commander you're playing in SGII.
