Subject: Points System and Handicapping

One key feature of using a points system that people haven't mentioned
is the ability to use it to handicap players to provide a type of
ranking system.

For instance if a player can consistently win in a 1000 vs 1000 point
battle, but consistently loses in a 1000 vs. 1200 point game might have
a handicap of approximately +15% (150 points).	In future battles, if
you wanted to handicap him, his opponent would get an extra 15% in
troops or he would reduce his forces by 15%.  As the handicap goes up,
you would either have to do the same job with less or do more with what
you have.  

When considering a game to be "balanced" you need to take into
consideration that even if the equipment is point balanced, the terrain,
and the players might need to be balanced too.
