Actually, it's slotted for a buck sergeant.  It's just
that few units actually have the NCOs called for on
the MTOE.  Usually there's 1 E5 and 1 E4.  :)

Oh, and in the 2x9+5 mech MTOE, fireteams are back up
to 4 men where they belong.
