Early 1900's ?

Let's see:
Electricity, including electric motors and lighting
Urban Gasworks
Mechanical typewriters and calculators
Machineguns, rifles, heavy artillery
A chemical industry to produce smokeless powder, artificial dyes,
nitrate
fertilizers
Large scale ironworks (iron ships, structures)
Telegraph, early fax systems
Photography
Mechanical looms
Primitive airplanes
Large telescopes
Automobiles, railroads
Internal combustion engines and the refineries to produce gasoline

I doubt that even a colony of several 100.000 would be able to sustain
such
an infrastucture.

Greetings
Karl Heinz
