Backup Systems.  An Assumed in Cascadian Designs....

IIRC the MDC has greater range and a harder punch at short range that
the 
HKP.  RC's main enemy is the New Bear Flag Republic.  Geography along
the 
border runs from forested mountains along the coast to open plains in
the 
north end of California's Central Valley, so weapon versatility is 
paramount.
