Something of a contradiction. A letter of marque is an official
permission
by a government to prey on somebody else's shipping. Issuing them is
pretty
close to a declaration of war, IMO - fine points to be resolved by
lawyers
dealing in the Law of the Sea (or Space).

But you could have a low-intenstiy war with commerce raiding.
