First criterium would be proximity to the threat. Anybody in the path of
the
invasion will band together. Somebody at the other edge of the universe
may
have more pressing local concerns.

Fighting agaist a common enemy usually does wonders for mutual
friendship.
If the Kra'vak are a bigger threat than a rival human power, the human
will
work together - not smoothly perhaps, but they will stop fighting each
other
until the Kra'vak are vanquished.
