RH ships

I've taken the plunge and decided to buy a GZG force,
the Romanov Hegemony.

I'm starting with SG II soldiers, but I'm sure the
Full Thrust bug will hit right after the first of the
year (especially with the nice discount coupons thanks
to Jon).

What major power would be most likely to provide ships
to the RH? Would it be the NSL or NAC, or a
combination of both?
