   The Alarishi Empire does not recognize the UN as a legal
government.  This is partly because the UN approved of the FSE's
attempts to annex the AE; partly because the AE permits antimatter
productions without requiring the UN's 73 tonnes of paperwork (hard
copy, in pentuplicate) and 32 years to acquire licenses; partly
because the AE feels that anything that promotes monolithic government
over all humanity is inherently a bad thing; and partly because the AE
is not impressed with the UN's efficiency or ethics.
   The AE doesn't quite forbid its sovereignities to do business with
the UN but the Imperial government expresses its disapproval in
unambiguous terms.
   The AE are believed to be williing to shoot at UN ships but it
hasn't ever actually happened (that anyone knows of--the loss of the
_Iberia_ was ruled to be a powerplant accident); however, IBIS
(Imperial Bureau of Intelligence and Security) and UNBOSS (UN Bureau
of Secret Services) agents tangle with each other frequently, and
small infantry actions have taken place on Cibola (or rather, these
actions will take place as soon as I get my UN units painted).
