Well you can't do any more movement to try and get into attack range
after
the secondary movement, so you don't get an extra interception chance in
the
PDS phase (as you would already have to be within attack range). The PDS
phase is just when the actual interception/shoot-down is resolved (even
if
you physically intercept sooner you just sit your fighters with the
missiles
to show what has to be resolved when you get to the PDS phase). Is that
any
clearer or have a gabbled so badly I made it worse?

While it would make sense (given we do drop SMs etc to 3") we've never
actually adopted it (even now under the FB2 vector). Personally I don't
think its necessary (where it is necessary for balance for SMs etc), but
others will no doubt disagree with me ;)
