The Miniatures Page has a nice discussion of scale
under the Reference Corner|Hobby section
(http://theminiaturespage.com/ref/scales.html).

According to that reference, 15mm is 1/107 (measured
from eye-level).  So HO scale (1/87) is actually
closer to 20mm (1/80).	But it would probably match
15mm if you weren't too picky.
