Initial semi-thought-out half baked glimmering:

Hordes of the Grunts

Map-based game for generating SG battles, plagia...er...extensively
researched based on HoTT, SG2, DS2, Diplomacy, Mike Elliot's Strategic
StarGrunt, etcetc

Units have combat dice, die type based on their weapon class (eg class
3 = d8 ).  Separate ratings for anti-armor, anti-infantry, anti-air.
DRM = quality (untrained = +1, elite = +5)

Scale 1/2 km per inch/cm/hex
Movement speed and weapons range based on DS

Roads are rated for supply (eg interstate can move 10 supply, country
back road can move 1), activations are based on whether you have
supply or not.

"Why not DS?" -- because this is supposed to be quick and easy, just
to create SG battles.
