Only if the air unit is a VTOL at LOW altitude. Otherwise the only
weapons 
capable of firing at it are LAD and ADS, and both of those fire in the

(I assume that grounded VTOLs should also be targettable by ground unit 
direct-fire weapons, but the rules don't actually say so... <g>
