This was based on simplistic economic projections and assumed every bloc
put
the same percentage of GNP into their navy. It might be more reasonable
to
assume the ESU has a higher defense tax, and NAC spends more of their
defense budget on ground forces.
As I recall, I figured NSL has around 180K NPV, so the OU would have
something like 35K points. And NAC would have 875K, which is enough for
about 2500 heavy cruisers, which sounds like a lot--something like 12-15
OU's might be more palatable.

Results of the 'Number of Ships Survey'
Legend:
Low Sub # = Lowest number of ships submitted.
Low Avg # = Average of the low submissions.
Comb # = Combination of the low and high averges.
High Avg # = Average of the high submissions.
High Sub # = Highest number of ships submitted.
Sys Def # = Combined avg number for SDB
Cargo # = Combined avg number for Cargo ships.
Chart:

The range between the low an high averages gives
quite a bit of room for people to do what they desire.
I can only hope the chart will be of some value to
those who are still designing fleets.
