Brian touched on several reasons why moving a site can be complicated. 
For
me, I had the site on a free host using their free Site Builder program.
While free and easy to use, this did cause some problems including some
layout limitations.  Plus the html for those pages was far from
efficient
and easy to read and it included such things as ads and frames that I
didn't
want on my new pages and I didn't want to hunt all that code down in the
HTML for each page to get rid of it.

I am updating the whole look and format of the site while I have the
chance
plus I'm using Frontpage to create the webpages.  This all results in
more
of a 'conversion' of the pages instead of just moving the HTML files to
the
new server.
