We can safely assume that any unit has the blip enhancer software plugin
for its IFF beacon.  At 1000km per mu and given that the return signal
strength varies with the inverse of the fourth power of the range, the
blip enhancer need not be that much larger than a beer can to be
effective against any radar that moves (except at close ranges), and
won't consume more than a few watts of power.
