Enough carrier aircraft to hit with 48 bombs and 24 torpedoes. 
Forty-eight
aircraft could do it if each dive bomber had two bombs, each torpedo
bomber
had a single torpedo, and nobody missed.  A safe estimate is between 120
and
200 aircraft, or two fleet carriers.
