If memory serves this is not the first time GW have had the rights to 
produce LOTR miniatures, this is going back at least ten years when 
GW/Citadel produced a interesting range of figures (a range of
miniatures 
based Micheal Morcook's characters, for example).

In fact Beth actually has a old GW Thorin Oakenshield (is that the right

name?) miniature from this range, we got second hand from a friend. He
can 
be found in Beth's dwarf army gallery under the alias of The mighty hero
