This is also a consequence of the general shipbulding rules.
Most modular systems currently used by several backgrounds just use
plug-in
modules like the swedish STANFLEX system (ref. kudos to A.E.Brain) where
the ship provides all the hull and armor strength and the modules just
provide
functionality(weapons, cargo, ECM etc).

For a truly modular system all the modules should have hull and armor on
their
own. However, because of the discrete design system where hull and armor
are
counted in whole points, a truly modular system can only start with
modules
of size 10 or larger to be cost effective. This means that small ships
cannot
be made modular and be cost effective.

We could of course go with decimal points for hull etc, but we would
need
computers for this, and it is still a pen&paper/tabletop game...
