How about...

Casa Familia (?--supposed to be "the Family Home")

Run by that ever-popular bunch of downtrodden capitalists, the Cosa
Nostra.

"Gambling, prostitution, recreational drugs--hey, if the other guys
won't
let you have it, come on and pay us a visit!  We guarantee a unique
experience for every visitor!"	 from a promotional brochure.

This large asteroid/small moon run by several moderate size Mafia
families
(the large sized families "own" regular planetary governments, so don't
need
to do this) caters to the hedonistic (pay) or desperate (work) folks.
Anything is fair game, but don't break the rules or you'll get broken. 
And
make sure you can pay or earn your way, cause you can't leave until all
debts are satisfied.

The Military: da boyz.
The Medical Corps:  da dames
The Police: what, ya kiddin' me?  Ain't no coppers here.  If ya break
our
rules, we getta couple o' de boyz to break your legs.  Simple, huh?
The Judiciary/Legislature:  Council of Dons
The Chief Executive:  The Godfather
