The MT rules have at this point been almost entirely superceded by
FB1&2. I don't find the morale rules to be essential, but I don't use
hoards of them either.

I would say No and Yes respectively (IMO)

The new launch and screening rules make this somewhat academic.
Scrambling shouldn't really be necessary any more if you're paying
attention. However, I'd say that if they have unlaunched groups, then
they can attempt to scramble them.
