The simplest method of 'S' growth, is to 
say that the 'S' grow in stratigic time.
All 'S' ships may eat and grow in this 
time frame.

Fighter production/assimilation occures in 
tactical time (during a battle) and is only
able to be used during this time.

Any other use would just be a way to min/max
the system.
