Depends a bit on what weapons the non-KV force uses. Against a
maneuvering foe the KV are usually able to fire their main guns between
one-third and half the time (depending on how good the players are or
how well they know each other), and the KV need their maneuvering edge
to get to shoot at all. If OTOH the non-KV force stops and spins, it
allows the KV ships to fire their single-arc weapons every turn - ie.,
they voluntarily remove the KV *need* for any maneuvering advantage,
and give up any advantage they gain from their own multi-arc weapons -
if they have any, that is :-/
