It's a trivial problem with a bunch of rules to make it difficult,
if not impossible to solve.

We have discussed it to death, if you want to kill the planet there
is no way to stop it.  If you want to capture the planet then you
must fight the defenders.  They sit at the planet, pick their point
in space for a meeting assuming you will be slowing, and fight there.
If you do not slow you overshoot and they can come back and do
the same thing again.
