I don't see them as buying,licensing exclusively from those two sources.
ESU
and FSE would be the main source, but NSL, NI, Japan, OUDF perhaps even
IF
are quite possibly in the market too, both as suppliers and even
customers.

Latin American countries nowadays buy and sell hardware almost anywhere.
And
some have a quite respectable weapons industry
