There is a disturbing story from Terry Dowling's "Blue Dyson" series
that covers
that. The Ab'O (neo Australian Aborigional ) princes on the space
colonies had
limited colonial space for non Ab'O settlers. The propoganda said they
would be
second class citizens, but they would be in space. Limited comunication
was
allowed with those still on earth, mostly saying how good space was and
the
people earthside should join them.
It turns out that the Ab'O where spacing them in once on the orbital
stations
for some religous reason (Ab'O culture is scary anyway, so its not
beyond them
to do this, and being the most powerful race on earth, generally get
away with
things like this).
