Goalkeeper is far, far more effective than any mark of Vulcan/Phalanx.
In a competitive test, CIWS scored 3/10, Goalkeeper 10/10. That was
after
the Phalanx team rigged -er- modified the test. Before that, it was 0 vs
10.

But...
It requires a huge deck penetration, and weighs as much as a 76mm mount,
whereas the Vulcan/Phlalanx weighs far less and can be bolted on to a
deck
without major modification.

Sort of the difference between converting your car to a pick-up truck,
or
just
bolting on a roof rack.
