New Vector????

I keep hearing people discussing "new vector movement".  I didn't
see any groundbreaking changes posted to the list, only a couple
of minor bookkeeping changes.  What are the new vector rules that
give KV this huge advantage?

I'm mostly curious because other than a minor nitpick about 
methods the vector works just as it ran in Traveller.  Vector
is vector.
