The real questions are:

Will technology advance far enough to enable you to
cloak your emmissions to match the background
radiation? Difficult, but not impossible.

and 

Will technology advance far enough that a single ship
(or group of ships) using passive sensors can scan the
entire sky and then crunch all the data it gathered in
a reasonable time frame (say minutes or an hour)? 
Again, difficult, but not impossible.

I'd say current technology is completely incapable of
either. And it's just your personal take on which has
advanced further in the game you're playing. 

Also, with the invention of long range mass detectors
(ala Honor Harrington), the issue becomes moot.
