Well, there's SORTA a suppression rule already in DS II - any infantry
that 
is fired on, by anything, regardless of the effect of the dameage,
receives 
an "Under fire" marker (This includes, I believe, ineffective fire from 
other infantry).  They must then make a reaction test before they can
move.
