In DS II terms, sounds like the concept straddles the line between a PA
and 
a class 1 infantry walker - PA in size, IW in terms of weaponry. (heck -
a 
RFAC 1, a LADS, and/or IAVR/GMS - this sucker breaks the design rules! 
Someone better tell them they can't do it!)

Defense News has actually been covering this for a while.

This is officially called the "Enhanced Man Project" and has actually
been
in the works for at least 5 years that I know of. the idea is to have a
PA
trooper carrying the equivalent of an RH 202 20mm cannon with a 2 cell
Anti-Armor/ Anti-Air missile system with advanced sensors (bullet path
detection rigs, IR/UV/ LO Light) for use in Denser Urban areas to
support
line infantry where tanks are ineffective. Manly, eh?
