Salon.com (my favourite online magazine) spawns pop-up windows whenever
you
take a link to another site. For instance, if they have a story that
mentions,
say, a Linux site with a link to the site, clicking on the link brings
up
another window. I find this is good. It allows me to keep the original
story
open in my first window. That way I can explore the other site and not
have to
worry about hitting "Back" several dozen times to get to the original
story.

But I agree, if you are staying within a site, pop-up windows are evil.
A
properly designed site doesn't need them. 

I also have a thing against frames, as I find most people don't code the
frames properly. I try to avoid building frame-based pages myself...
