How effective where the first artillery pieces? The first tanks? Or the 
first fighter planes? If it works a way will be found to improve it.
Also if 
it works on ANY transmission waves how are you going to shut them all
down 
including allies and neutrals in fact it would probably be even more 
effective at night which is the time stealth is most usefull.
