	Shooting is quicker than movement. Derek's right. Think of it as

VTOL starts moving up from cover and starts getting into firing
position. The enemy can see the movement and interrupt it by firing
their weapons.

	No limit, unless both players agree to one. A limit makes senses
for a
WWII, Korean, Arab/Israeli or Vietnam war scenarios.
