Your hit and damage mechanics seem fine.

I'd treat the flamethrower as a terror weapon in assaults and make
everyone
except power armour to double the penalty of any morale tests inflicted
by
fire from the flamethrower's squad.

In addition, it should be unable to damage any armoured vehicle and only
D8
damage to thin-skinned vehicles, but automatically suppressing the crew
from
exiting / firing from that side of the vehicle.  If the template is long
enough to sweep the entire surface area of the vehicle, all vehicle
hatches
are surpressed.
