	For a SD result in our games, we say that the target can't fire.
Defensive systems still work. It makes the game flow better, as there's
no stopping and altering records, trying to hastily work out what the
new signature is, and so on. We also disallow APSW fire (as that's
offensive).

	For our games, we assume that the 30% is for offensive weapons
only,
which are fire Control only for main guns, and the full price for GMS.
