I agree.   Each figure should have an MOS, that would define that
figures
specialty and give penalties when operating outside that MOS.

For example, a character has a Heavy Weapon MOS and can operate the AT
missile launcher without penalty.  If he gets greased and a grunt comes
up
to fire the launcher, he would fire at a reduced efficiency.
