Bingo! Why waste the hangar space on a spacecraft you can't launch right
now! 
That is consistent with classical carrier usage, the position of lots of

spares to replace battle losses is NOT consistent with classic carrier
usage. 
Put me down for the former. Because it is consistent with the wet navy 
ambience FB provides.
