Starmap wave 4

The latest version of the starmap is up at
http://www.clark.net/pub/nyrath/ft/ftmapmain.html

This is the second one I've put there today,
so check to be sure you got the one that
has a date of Feb 13, 1999 MOD 2

The flags now have a standard size, I've added
some more requested empires.

I have allocated stars for everybody who asked,
but some empire owners have not yet contacted me.
I also need flags for some empires.

I have also updated the empire spreadsheet.
