Kinda-sorta.  In general, cruisers & battleships are limited to one 45
degree turn per move, and escorts to one 90 degree turn.  Special orders
can be issued to make up to two turns, but that cuts down on your
firepower
that turn.  (As do all maneuvering special orders -- Increased power to
the
engines reduces the power available for weapons.)
