While it hasn't been made 'official' yet (ie, not specifically stated in
the Fleetbook one way or other), the launch restriction has been kinda
relaxed somewhat. (basically you can start the scenario with all your
fighters launched). We did some playtesting of the 'no restrictions
launch'
and discovered it really didn't matter if you started with all your
fighters
already on the board, or aboard the ship and just launched them en mass
(just
that turn your ship cannot maneuver). So I tend to go with the 'no
launch
restrictions' bit. But it's a house rule until the 'official word' comes
through.  ;-)
