Ahhhh.	That makes sense, but is *NOT* obvious.  Can the FAQman please
add a
BIG BOLD note about this in the FB section?  I'm sure I'm not the only
one who
has assumed that the FB ship designs come already equipped with a full
load of
standard fighters when a bay symbol is shown.
