Depends on how fast you want to assume industrial development occours 
on colony worlds.  But given that in the official time line only 
recently did Albion equal England in population, and it's apparently 
the most heavily populated non-Core planet, I'd say that a significant 
fraction of humans still live here, with some incredibly dense 
industrial infrastructures.
