This is, incidentally, the distance scale used in the latest edition of
Starfire (3rd Revised). We rely *extremely* heavily on PSB to explain
how
weapons are able to hit anything at all even at range 0, but then our
time scale is only 30 seconds per turn, with ships able to fly up to 15
hexes in one turn... with a (much) longer game turn, speeds and hit
probabilities get a lot more believable. 'Course, "a lot more" than
"completely impossible" still won't reach higher than at best
