A HEAT warhead's penetration does limit its maximum penetration (I think
up to
10-15 times its caliber).  In fact, Russian army is not very happy with
the
100mm/AT-10 combination for precisely this reason--the AT-10 is too weak
an
ATGM to take on modern MBTs.
