Note however, that the Commisar, while Veteran for morale purposes, 
counts as untrained for purposes of actual combat functions.  So his 
odds of hitting anyone when he shoots is not great.  However if he is 
in base-to-base contact with someone on his own side, he automatically 
hits.  :P
