It's more like "they usually do, but not always" :-/ 

Starfire communication within populated systems (or uninhabited systems
well within the empire's borders) tend to rely on light-speed signals
between comm bases positioned close to each warp point, but the messages
have to be carried through the WP by some physical courier (usually a
drone of some sort).
