The "Mass Values and Points Costs for Weapons and Systems" table, p.31
in
the FT2 rules, which limits Fighter Groups to "Carriers and Dreadnoughts
only". Note that this makes the Escort/Patrol Carrier published in MT
illegal, since it is neither a Dreadnought nor a carrier hull as listed
in
the hull size table on p.14 in the FT2 rules :-/

If you want to reduce his fighter power, change the measuring unit to cm
and fly faster than the fighters can. A fighter-based force has severe
problems coping with ships running around at speeds of 30+...
