One of Poul Anderson's "Flandry" books ("Ensign Flandry") has a world
inhabited by 2 intelligent species, one on land (Tigeries) and the other
marine (Seatrolls), and both at a similar level of culture (very roughly
bronze age). The two are opposed to each other (both want to exploit
sea
resources) and a proxy war is going on, the Tigeries being supported by
the
Human Imperium and the Seatrolls by the nonhuman Roidhunate of Merseia,
themselves in a state of cold war. The locals on both sides are getting
some modern weaponry, intelligence and the occasional "advisor".
A situation like this might make an intriguingly different setting for
DSII
or SG2
