While I personally would just disregard it, p. 14 of DSII clearly reads:

"Combat Walkers and Transport Walkers may be class 4 or 5...Infantry 
Walkers are all class 1 vehicles."

So, if one plays "by the book", Walkers may not be of class 2 or 3. But
if
strict adherence to the rules-as-printed isn't that important, I can't
see
why the game would break down by allowing the more sensible medium-sized
mecha.
